but, who was the "face" of the emperor then? I know Ian McDiarmid is credited in episode I, II, III and VI, but I can't find if he's the face for the emperor in V as well.

It was an unknown geriatric woman. The eyes are actually monkey eyes. This info can be found in the Star Wars Chronicles book.
